Recycling companies converting animal parts into petroleum found in "persistent violation" (6+ violations in 12 months or 12+ violations in 36 months) must forfeit all department permits until obtaining a new permit.

Recycling companies converting animal parts into petroleum with multiple violations within 36 months face penalties of $10,000 to $30,000 per day for each day the violation continues, compared to the general $10,000 per day maximum for other violators.

Maintains existing penalties for false statements in applications, monitoring device tampering, and willful or negligent violations, with criminal penalties including fines up to $25,000 per day and up to one year imprisonment for first offense.

Retains existing liability exemptions for violations caused by acts of God, war, strike, riot, or other catastrophes.
