Establishes a $100 penalty per offense for knowingly allowing noxious weeds to grow on land, recoverable through civil action by adjoining entities or prosecuting attorneys, with revenues going to county control funds.

Requires 15-day written notice by certified mail to landowners before enforcement action, with failure to act within that period constituting prima facie evidence of violation; each subsequent 15-day period counts as a separate offense.

Prohibits all sales of noxious weed species and grants the department of agriculture authority to promulgate implementing rules subject to chapter 536 regulatory review provisions.
