Repeals and revises sections 8.172 and 8.460 of Missouri Revised Statutes relating to capitol complex usage by private entities.

Prohibits any parking spaces on capitol grounds from being specifically designated for use by non-state officials or employees; all such spaces must be designated for public use with appropriate handicapped parking accommodations.

Prohibits non-state officials or employees from maintaining offices or reserved spaces in the State Capitol building, with a removal deadline of August 28, 2011.

Exempts senate and house chambers and their galleries from the office space prohibition.

Authorizes the board of public buildings to construct an office building in Jefferson to house state offices currently in rented quarters within Cole County.
