Repeals and replaces section 452.340, RSMo, to modify child support determination factors and procedures in dissolution of marriage, legal separation, and child support proceedings.

Allows child support obligations to abate for periods exceeding 30 consecutive days when the custodial parent voluntarily relinquishes physical custody, with abatement amounts recorded in the automated child support system.

Permits courts to award no child support when both parents agree to joint physical custody with equal or substantially equal time-sharing and verified income difference is less than 25 percent.

When parents cannot agree but meet other joint custody requirements, courts must award child support at up to 50 percent below the basic guideline amount for equal or substantially equal time-sharing arrangements.

Requires Missouri Supreme Court to amend child support guidelines (Form 14) to reflect the 50 percent adjustment capability for joint custody awards.
