Repeals and replaces section 453.121, RSMo, to revise procedures for disclosing adoption records and identifying information about biological parents.

Allows adopted adults and their lineal descendants (if the adopted adult is deceased) to request identifying information about biological parents from circuit courts, subject to biological parent consent or deceased status.

Removes requirement that child-placing agencies obtain adoptive parents' consent before notifying biological parents of information requests for adoptions completed before August 13, 1986.

Establishes a registry maintained by the Department of Social Services' children's division where biological parents, adult siblings, and adoptive adults can indicate consent to contact and release of identifying information.

Expands provisions allowing adopted adults to request identifying information about adult siblings, with information released only upon the sibling's consent.
