Repeals and reenacts section 195.017, RSMo, relating to the scheduling of controlled substances under Missouri law.

Adds methylenedioxypyrovalerone (MDPV), commonly known as bath salts, to Schedule I controlled substances as a hallucinogenic substance with high potential for abuse and no accepted medical use.

Establishes comprehensive schedules (I through V) for controlled substances based on abuse potential, medical use, and dependence liability, including opiates, stimulants, depressants, and hallucinogens.

Requires the Department of Health and Senior Services to revise and republish controlled substance schedules annually and promulgate rules for security and storage of Schedule V substances.

Implements regulations for over-the-counter sales of pseudoephedrine and ephedrine products, including age restrictions (18+), pharmacy counter placement, electronic transaction logging, and reporting requirements to prevent illegal methamphetamine manufacturing.
