Creates new section 26.303 effective August 28, 2011, establishing conflict-of-interest restrictions for "public member," "consumer representative," "patient advocate," or similar designees on gubernatorially-appointed boards and commissions where specialized knowledge is not a prerequisite for membership.

Prohibits such public members from having a financial interest in the subject regulated by their board or commission, or having been a state of Missouri employee within the five years immediately preceding their appointment.

Defines "financial interest in the subject regulated" to include material financial interests in regulated professional services, related activities or organizations, or membership in any regulated profession by the member or their spouse.

Requires written letters of recommendation from organizations or associations prior to gubernatorial appointment and prohibits executive branch employees from requesting or requiring organizations to recommend specific individuals for board or commission membership.

Extends the lookback period for political contributions disclosure from four years to ten years for board and commission nominees requiring senate confirmation, to be filed within thirty days of name submission to the governor.
