Repeals and re-enacts sections 337.500 and 337.510 of Missouri law relating to licensed professional counselors.

Expands the definition of "professional counseling" to explicitly include diagnosis, treatment, prevention, and amelioration of mental, emotional, and behavioral disorders.

Requires any person rendering a diagnosis under these sections to have acceptable education or training in diagnosing mental and emotional disorders, as defined by committee rules.

Establishes five acceptable methods for demonstrating diagnostic competency: national clinical mental health examination, continuing education, equivalent training and experience, graduate coursework, or other education the committee deems sufficient.

Allows the committee to require documentation of supervision for diagnosis and to review proof of competency; creates rebuttable presumption of incompetence if a licensee renders diagnosis after being notified of insufficient education or training.
