Creates three new sections (455.725, 455.728, 455.731) in Missouri law establishing domestic violence fatality review panels coordinated by the Department of Public Safety.

Department shall contract with an entity having expertise in domestic violence policy to coordinate regional review panels, provide training, compile biennial reports, and establish protocols for identifying fatalities and case selection.

Regional review panels must include medical personnel, coroners/medical examiners, prosecutors, domestic violence advocates, law enforcement, health department staff, social services workers, corrections professionals, treatment providers, and judges.

Private citizens may request review of a death within two years by written request to the coordinating entity, with the regional panel determining whether cases meet established criteria.

Communications and documents related to fatality reviews are confidential and not discoverable by third parties, though recommendations from panels may be disclosed without personal identifiers; panels have access to records from medical providers, courts, law enforcement, and other agencies as permitted by law.
