Creates parks, trails and greenways districts in counties with a charter form of government and population under 900,000, allowing adjacent counties in the same metropolitan statistical area to join by voter approval.

Authorizes districts to levy a one-tenth of one cent local sales tax, with 45% to the district, 15% to the source county, and 40% distributed to cities based on their sales tax contribution.

Grants districts power to plan, develop, operate and maintain interconnected systems of trails, parks, greenways and recreational facilities, and issue bonds with 20-year maturity not exceeding 95% of principal value.

Establishes district governance through a board of directors appointed by county commissioners and city mayors, with members serving 4-year terms and receiving no compensation.

Prohibits districts from exercising eminent domain and requires purchases over $10,000 to follow competitive bidding procedures; bonds are exempt from state income taxation.
