Transfers all powers, duties, and functions of the land survey program from the Department of Natural Resources to the Department of Agriculture by type I transfer.

Changes all references in land survey statutes (sections 60.510-60.620, 60.653, 60.670) from "department of natural resources" to "department of agriculture."

Establishes that the state land surveyor position shall report to the director of the Department of Agriculture instead of a separate authority.

Requires the land survey program cost allocation plan within the Department of Agriculture to be no greater than the cost allocation plan for any other program within that department.

Creates a five-member Land Survey Advisory Committee with three registered land surveyors (including one county surveyor) and one real estate/land title industry representative to advise the department director on program planning and prioritization.
