Extends the expiration date for the State Highways and Transportation Commission's authority to enter into highway design-build project contracts from July 1, 2012 to July 1, 2018, subject to statutory extension.

Limits design-build contracts to no more than two percent of total state highway system projects listed in the commission's approved statewide transportation improvement project for each fiscal year.

Removes bold-bracketed provisions that previously authorized additional design-build contracts for Missouri Route 364 in specific counties and State Highway 92, making those projects subject to the two percent cap.

Requires design-builders to prequalify, submit detailed disadvantaged business enterprise participation plans, and provide performance bonds, payment bonds, and letters of credit as determined by the commission.

Mandates the commission report annually to the general assembly and governor on design-build project status, including cost comparisons to traditional design-bid-build methods, time estimates, progress payments, and change orders.
