Requires the state treasurer to transfer fund balances exceeding 200% of the previous fiscal year's expenditures to the state general revenue fund at the end of each biennium.

Applies to all state funds created by statute and administratively created by the office of administration, with exceptions for constitutional funds, debt service funds, constitutionally created tax and fee funds, special trust funds, and federal pass-through funds.

Excludes funds subject to section 33.080 that have not been exempted from its provisions.

Does not apply to funds that already transfer moneys exceeding two times the preceding fiscal year's appropriation to the general revenue fund.

For funds transferring moneys exceeding three times the preceding fiscal year's appropriation, adjusts the provision so the net transfer equals moneys exceeding two times that appropriation amount.
