Repeals section 168.128, RSMo and enacts two new sections (168.128 and 168.310) relating to teacher evaluation and professional improvement plans.

Requires each school board and charter school to establish a high-quality evaluation system for teachers that includes formative performance reviews and summative evaluations, with annual summative evaluations for probationary teachers and evaluations of all teachers at least once every three years.

Evaluation system must assess teacher quality, performance, and effectiveness using multiple valid and reliable measures, and must emphasize achievement of district teaching standards prescribed in section 160.045.

Prohibits districts from disclosing individual teacher and administrator evaluation information to any state or federal agency.

Requires each school district and charter school to develop guidelines for professional improvement plans for teachers and principals by June 30, 2012, using SMART principles (specific, measurable, attainable, results-oriented, and time-based) to assist teachers in reaching satisfactory performance levels.
