Expands the Family Care Safety Registry to include school district staff, with all current staff required to register by January 1, 2012, and all newly hired staff required to register on or after January 1, 2012.

Requires school districts to conduct criminal background checks on all employees authorized to have contact with pupils, including administrators, teachers, aides, paraprofessionals, assistants, secretaries, custodians, cooks, nurses, and bus drivers prior to contact with students.

Establishes the Family Care Safety Registry as Missouri's sole background check repository, consolidating fingerprint collection and state and national criminal background checks through the Missouri State Highway Patrol with results reported by the registry.

Adds school district staff disqualifications and denials resulting from background checks to the registry database, along with department of revenue records for suspended and revoked driver's licenses as of January 1, 2012.

Specifies that background checks are valid for at least one year and transferrable between school districts, with teacher certification changes not affecting transferability or validity of records.
