Repeals section 273.345 of Missouri Revised Statutes, which was known as the "Puppy Mill Cruelty Prevention Act"

Removes requirements for large-scale dog breeding operations (those with more than 10 female breeding dogs) to provide adequate food, water, shelter, veterinary care, exercise space, and rest between breeding cycles

Eliminates the prohibition on having custody of more than 50 breeding dogs for the purpose of selling offspring as pets

Removes criminal penalties for puppy mill cruelty, which were classified as class C misdemeanors for first offenses and class A misdemeanors for subsequent violations
