Prohibits electrical corporations from charging customers for construction costs or financing expenses for facilities before they are fully operational and providing service.

Allows electrical corporations to recover financing costs for early site permits granted by the Nuclear Regulatory Commission for nuclear plants, up to $40 million, with no return on equity permitted.

Creates a new "Public Counsel Fund" financed by assessments on utilities (not to exceed 0.05% of total intrastate operating revenues), with the public counsel allocating expenses by utility type.

Establishes the "Governor's Task Force on Electrical Generation Options" to review evidence on generation options including nuclear power and report findings by September 30, 2011.

Requires utilities to refund any profits from sale or transfer of early site permits to ratepayers, and refund financing cost recovery with interest if no nuclear plant becomes operational within 10 years of permit approval.
