Repeals and reenacts Section 287.220, RSMo, governing compensation for permanent disabilities resulting from multiple injuries and the Second Injury Fund.

Changes actuarial solvency studies of the Second Injury Fund from every three years to every year, with the first study due before July 1, 2012.

Requires the Attorney General to quarterly transmit projected legal defense costs to the director beginning July 1, 2011, and the director must withhold sufficient funds not exceeding one-fourth of the annual appropriation.

Requires the Attorney General to reduce staff defending the Second Injury Fund in proportion to the number of pending cases.

Establishes a priority payment system for fund liabilities: legal defense expenses, permanent total disability awards, permanent partial disability awards, and medical expenses incurred before July 1, 2011.

Limits fund applicability to cases where compensation was awarded or claims filed prior to July 1, 2011.

Declares the act an emergency measure effective upon passage and approval.
