Establishes renewable energy portfolio requirements for Missouri electric utilities: 2% for 2011-2013, 5% for 2014-2017, 10% for 2018-2020, and 15% beginning in 2021.

Requires at least 2% of each portfolio requirement to come from solar energy.

Changes the kilowatt-hour multiplier for Missouri-generated eligible energy from 1.25 to 1.75 for compliance purposes.

Limits utilities to purchasing renewable energy credits until December 31, 2022, and requires energy and credits to come from regional transmission organization territory through 2016, then from Missouri or contiguous states thereafter.

Caps annual net compliance costs at 1% of a utility's annual revenue requirement and establishes a solar rebate program offering at least $2 per installed watt for customer solar systems up to 25 kilowatts.
