Transfers the Department of Natural Resources' division of energy to the Department of Economic Development by June 30, 2012, with all associated federal funding transferred accordingly.

Requires permits to be automatically approved if the Department of Natural Resources fails to issue or deny an application within statutory timeframes, provided all necessary information was submitted and possessed by the department.

Mandates the Department of Health and Senior Services make all laboratory testing results available to the public within 48 hours of receipt, regardless of implications, with immediate notification to local health authorities and the department if results indicate potential public health risks.
