Limits security deposits to two months' rent maximum.

Requires landlords to return full security deposit or provide written itemized list of damages within thirty days of tenancy termination.

Allows landlords to withhold deposits only for unpaid rent, restoring unit to original condition (ordinary wear and tear excepted), or compensating for damages from failure to provide adequate termination notice.

Requires landlords of twenty or more dwelling units to hold security deposits in federally insured accounts separate from personal funds and provide tenants signed receipts with deposit details.

Permits tenants to recover up to twice the amount wrongfully withheld and grants tenants the right to be present during move-out inspections.
