Repeals and replaces section 37.020 relating to state contracts with seven new sections (37.020, 37.760, 37.762, 37.764, 37.766, 37.768, and 37.770).

Expands participation goals for state contracts to include certified women's business enterprises in addition to socially and economically disadvantaged small business concerns and minority business enterprises for supplies, services, and construction contracts.

Establishes a 7-member "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" with members appointed by the governor, House speaker, and Senate president pro tem to conduct a study by December 31, 2012 on ensuring participation from disadvantaged minority and women-owned businesses.

Requires the Office of Administration to compile a database of certified minority and women-owned businesses, recommend systems to alert them of upcoming contracts, and establish requirements for prime contractors to notify potential certified minority and women-owned subcontractors of their needs.

Implements a sunset provision requiring reauthorization by the General Assembly six years after the effective date, with automatic sunset extending to twelve years if the program is reauthorized.
