Removes requirement for certified mail notice when cities disconnect sewer services for nonpayment and allows water service termination after three months of arrears instead of requiring certified mail notification.

Modifies Public Service Commission (PSC) review procedures by establishing direct appeals to the appellate court instead of circuit court, requiring detailed reconciliations of rate decisions, and eliminating ability to stay rate orders for non-price-cap utilities except in limited circumstances.

Creates temporary and prospective rate adjustment procedures when courts determine PSC rate decisions were unlawful or unreasonable, with adjustments calculated over 60-120 days and interest at prime bank lending rate minus two percentage points.

Prohibits utilities from requiring deposits from existing residential customers with five or more late payments in 12 months if customer has made monthly payments of at least $75 or 25% of balance (capped at $300 outstanding).

Establishes biomass renewable energy project incentives in economically distressed areas by requiring the PSC to assign double credit to renewable energy and electric power generated from biomass facilities meeting specified employment and remediation requirements.
