By January 1, 2012, every library receiving funding under Missouri chapters 181 or 182 must adopt written policies consistent with contemporary community standards on restricting minors' access to material that is obscene or pornographic for minors, as defined in section 573.010.

Libraries must establish procedures allowing the public to challenge placement of books and materials and to provide comment and guidance on policy development and changes.

Libraries that do not comply with the policy requirements must prominently display a statement reading "This library may contain uncensored materials that may be objectionable and offensive to minors."

Libraries must report annually on the number of placement complaints received and how they were resolved.

Copies of required policies must be recorded with the city or county and made easily available to the public at both the library and the government office; violations by library board members, officers, or employees are subject to penalties under section 162.091.
