Expands the definition of prohibited calls to include automated calls (prerecorded or synthesized voice messages) in addition to telephone solicitations on Missouri's no-call list.

Exempts automated calls from prior express permission requirement if made by public safety agencies for emergencies, school districts, employers to employees, or entities with whom subscriber had business contact within past 180 days.

Establishes state no-call database operated by attorney general with rules allowing residential subscribers to register objections at no cost and methods for callers to access the database.

Prohibits blocking or circumventing caller identification services and requires callers to clearly identify themselves at the beginning of calls.

Sets civil penalties up to $5,000 per knowing violation and allows private individuals who received multiple violations to sue for actual damages or up to $5,000 per violation.
