Extends expiration dates for multiple health care-related provisions from September 30, 2011 to September 30, 2015, including sections on Medicaid managed care organizations, pharmacy taxes, and intermediate care facilities for the mentally retarded.

Increases maximum fees health care providers may charge for copying patient records from $17.05 to $21.36 plus 50 cents per page, with additional allowances for off-site storage retrieval costs not to exceed $20.

Allows health care providers offering electronic or digital records to charge no more than $5 plus 50 cents per page or $25 total, whichever is less.

Establishes automatic annual adjustment of record-copying fees based on the medical care component of the Consumer Price Index, with the department of health and senior services reporting adjusted fees by February 1 each year.

Requires health carriers to permit individuals to learn their cost-sharing amounts (deductibles, copayments, coinsurance) for specific items or services through internet websites and other accessible means, effective January 1, 2014.

Mandates actuarial analysis by the joint committee on legislative research's oversight division for any health care benefit mandates proposed after August 28, 2011, with recommendations to legislative leadership before enactment.
