Repeals section 311.180, RSMo and enacts two new sections (311.180 and 311.183) regulating the relationship between beer manufacturers and wholesalers.

Establishes annual license fees for manufacturing and selling intoxicating liquor ranging from $50 to $500 depending on alcohol content and type of operation.

Prohibits beer manufacturers, their officers, directors, agents, employees, and affiliates from having any direct or indirect interest in wholesaler licenses, businesses, assets, or stock.

Allows only two exceptions to the ownership prohibition: security interests on products sold until full payment is received, and temporary ownership (up to 90 days) acquired through court judgment or written wholesaler request for purposes of orderly business transfer.

Adds section 311.183 provisions to section 311.180's existing malt liquor regulations and allows wholesalers to sell to gaming commission licensees under section 313.840.
