Repeals sections 188.015, 188.029, and 188.030 and enacts new definitions and regulations for abortion procedures in Missouri.

Redefines "abortion" to specify use of instruments, devices, medicines, drugs, or other means to destroy an embryo or fetus, or to terminate pregnancy with intent other than to increase probability of live birth or remove dead or dying unborn child.

Prohibits abortion of a viable unborn child except when necessary to preserve the pregnant woman's life or when continuation of pregnancy creates serious risk of substantial and irreversible physical impairment of a major bodily function.

Requires physicians to determine gestational age prior to abortion and, if gestational age is 20 weeks or more, to determine fetal viability using medical examinations and tests; requires written certification of medical findings and a second physician's agreement before performing viable fetus abortion.

Establishes penalties including Class C felony charges (minimum one year imprisonment and $10,000-$50,000 fine) for knowingly violating provisions; permits suspension or revocation of physician licenses and hospital/ambulatory surgical center licenses.
