Prohibits outdoor advertising within 660 feet of federal-aid primary highways and National Highway System highways, with exceptions for official directional signs, on-site business advertising, signs in commercial/industrial zones, and tourist-oriented business signs.

Allows directional signs for tourist-oriented businesses and electronic signs with changeable messages in high-concentration tourist areas unless prohibited by federal law, with removal delayed until ordered by the U.S. Secretary of Transportation.

Designates U.S. Highway 160 in Greene County (West Mount Vernon Street to one-half mile south of West Sunshine Street) as the "Rabbi Ernest I. Jacob Memorial Highway."

Designates Interstate 40/64 in St. Louis County (Boone's Crossing overpass at mile marker 17.0 west to Spirit of St. Louis Airport overpass at mile marker 13.8) as the "Missouri State Highway Patrol Sergeant Joseph G. Schuengel Memorial Highway."

Creates three additional memorial highway designations: Interstate 70 as "Truman/Eisenhower Presidential Highway" (contingent on Kansas designation), Highway 25 in Dunklin and Stoddard counties as "Representative Otto Bean Memorial Highway," and Missouri Highway 30 in Jefferson County as "SFC Wm. Brian Woods, Jr. Memorial Highway," with all signage costs paid by private donations.
