Requires individuals requesting 50 or more voter registration applications to be at least 18 years old and submit information to the Secretary of State before receiving applications.

Mandates registration with the Secretary of State for any person compensated for soliciting more than 10 voter registration applications, with registration valid for each two-year election cycle.

Makes knowingly signing a false name on a voter registration application a Class B felony, and completing another person's absentee ballot certificate falsely a Class B felony.

Establishes Class Three election offense for voter registration solicitors who knowingly fail to register or falsely swear required oaths, but allows voter registration applications to be accepted regardless of solicitor registration status.

Requires Secretary of State to provide computer-based or other registration training to persons requesting applications, with training mandatory for all distributors in group or organizational requests.
