Repeals and reenacts section 571.030, RSMo, relating to unlawful use of weapons, removing the requirement that weapon uses be "reasonably associated with or necessary to the fulfillment of such person's official duties" for certain exempted individuals.

Exempts from weapon restrictions state, county, and municipal peace officers; prison officials; armed forces members; judges; process servers; probation/parole officers; corporate security advisors; coroners; and prosecutors who meet specified training requirements.

Allows persons 21 years or older to transport concealed firearms in motor vehicles and permits concealed carry permit holders to carry weapons in locations otherwise prohibited by law.

Provides exceptions for students participating in school-sanctioned firearm safety courses, military training, or ROTC programs without carrying weapons into schools or school events.

Establishes sentencing guidelines ranging from class B misdemeanor to class A felony depending on the type of violation, with enhanced penalties for repeat and persistent offenders, particularly for discharging firearms from vehicles.
