Expands the definition of "automated call" to include calls preceded by a live operator who obtains consent, calls from public safety agencies, schools, employers, telecommunications companies, and calls requesting personal opinions on public policy matters.

Requires persons and entities making political solicitations to clearly state "This message is paid for by" followed by proper identification of the sponsor (candidate name, committee name with treasurer, entity name, or individual name).

Extends "telephone solicitation" definition to include facsimile and SMS text messaging communications in addition to voice calls.

Adds registration requirement with the Secretary of State and Missouri Ethics Commission for entities spending over $500 on automated political solicitation calls.

Prohibits automatic dialing devices from calling residential subscribers unless designed to disconnect within 10 seconds after the call is answered.

Modifies candidate expenditure reporting requirements to file within 14 days (or 48 hours if within 14 days before an election) when expenditures reach $500.
