Establishes minimum care requirements for persons with custody of more than 10 female dogs used for breeding, including sufficient food and water, veterinary care, adequate shelter, space to move and stretch, regular exercise, and rest between breeding cycles.

Prohibits any person from having custody of more than 50 female covered dogs used for breeding purposes.

Defines "covered dog" as domestic dogs over 6 months old and specifies minimum standards for housing (45-85 degrees Fahrenheit), outdoor exercise area (at least twice the indoor floor space), and indoor floor space (12-30 square feet depending on dog size).

Classifies violation as a class C misdemeanor for first offense and class A misdemeanor for subsequent violations; violations may alternatively be charged as animal abuse under section 578.012.

Exempts retail pet stores, hobby or show breeders with 10 or fewer female dogs, dog trainers not breeding dogs, hunting dogs, and dogs undergoing veterinary care or scientific research; becomes operative November 2, 2011.
