Authorizes the governor to sell, transfer, and convey multiple parcels of state-owned real property located at various correctional centers, mental health facilities, and other state institutions throughout Missouri.

Properties authorized for conveyance include land at 20+ state facilities in locations such as Farmington, Boonville, Jefferson City, St. Joseph, Pacific, Potosi, Chillicothe, Tipton, Vandalia, Moberly, Licking, and Joplin.

The commissioner of administration has authority to set terms and conditions for each conveyance, including appraisals requirements and transaction terms; the attorney general must approve the form of each conveyance instrument.

Several sections authorize conveyance of easements (sidewalk, levee, pipeline, and drainage easements) to various municipalities and private entities for specific infrastructure purposes.

Declares the act an emergency measure effective upon passage and approval, citing the need to generate revenue from state property sales.
