Requires the Department of Elementary and Secondary Education to develop a superintendent performance evaluation instrument by June 30, 2012, for use by all school districts.

Grants newly consolidated school districts and districts that experience at least 10% pupil enrollment increases through annexation or boundary line changes a three-year waiver from Missouri school improvement program review.

Caps superintendent and administrator total compensation at 2.5 times and 2 times the average permanent teacher salary, respectively, with state aid withheld by 1% for violations.

Requires school boards that reduce teaching positions to also reduce administrative costs by an amount equal to the cost savings from teacher reductions.

Allows boards of unaccredited or provisionally accredited districts to reduce superintendent compensation after four consecutive years of employment based on student performance comparisons with similar non-district students.
