Permanently disapproves and suspends the final order of rulemaking for amendments to 4 CSR 240-20.100(2)(A) and 4 CSR 240-20.100(2)(B)2 regarding Electric Utility Renewable Energy Standard Requirements.

Finds that the Public Service Commission violated Chapter 536, RSMo by failing to comply with section 536.014, RSMo when promulgating the rules.

Joint Committee on Administrative Rules held hearings on June 24, June 30, and July 1, 2010, and determined the rules lacked compliance with Chapter 536, RSMo provisions.

Requires the Secretary of State to publish notice of the disapproval in the Missouri Register once the resolution is signed by the Governor or approved by two-thirds of each house.

Directs the Secretary of the Missouri Senate to prepare properly inscribed copies of the resolution for the Governor in accordance with Article IV, Section 8 of the Missouri Constitution.
