Urges Congress to adopt a constitutional amendment allowing state legislatures to repeal any federal law or regulation by two-thirds majority vote

Proposes amendment language: "Any provision of law or regulation of the United States may be repealed by the several states, and such repeal shall be effective when the legislatures of two-thirds of the several states approve resolutions for this purpose that particularly describe the same provision or provisions of law or regulation to be repealed"

Asserts Congress has exceeded its constitutional powers and encroached on powers reserved to states and the people under the Tenth and Ninth Amendments

Identifies federal debt accumulation and unfunded mandates on state and local governments as examples of federal overreach

Directs the Missouri Senate Secretary to send copies of the resolution to the President, House Speaker, Senate President, and Missouri's Congressional delegation
