Repeals and replaces Section 5 of Article I of the Missouri Constitution to be submitted to voters on November 6, 2012 or at a special election called by the governor.

Guarantees all persons the right to worship according to their own conscience and prohibits state establishment of official religion or coercion of religious participation.

Protects citizens', elected officials', and employees' rights to pray and express religious beliefs on government premises and public property consistent with free speech standards.

Ensures public school students may exercise religious expression privately and voluntarily without interference, and permits students to express religious beliefs in assignments without discrimination or compulsion to violate their religious beliefs.

Requires all public schools receiving state appropriation to display the text of the Bill of Rights of the United States Constitution in a conspicuous and legible manner.
