Submits to Missouri voters a constitutional amendment to allow the General Assembly to authorize advance in-person voting from the third Saturday before election day until the first Tuesday before election day, excluding Sundays.

Permits election authorities to determine advance voting locations based on factors including reasonable access, election security, administration efficiency, and responsible use of public funds, with the number of sites varying by expected voter turnout.

Allows the General Assembly to require voters to provide government-issued photo identification to vote in person, with exceptions permitted by law.

Authorizes different absentee voting requirements by general law based on whether voters appear in person before the election authority.

Makes the amendment effective only for elections held after January 1, 2014, to allow election authorities time to prepare for advance voting implementation.
