Submits to Missouri voters a constitutional amendment to be voted on at the 2012 general election requiring St. Louis to place a ballot initiative before city voters regarding major governance changes

Reduces the number of wards from 28 to 4 and aldermen from 28 to 8, with 4 aldermen elected from wards (2-year and 4-year staggered terms) and 4 elected at-large (2-year and 4-year terms selected by lot)

Authorizes the mayor to appoint, with board of aldermen consent, the Collector of Revenue, License Collector, Recorder of Deeds, Sheriff, and Treasurer instead of having them elected

Establishes a 6-member public safety commission appointed by the mayor with board consent, with staggered 1-6 year terms and restrictions on city employees, contractors, and political party affiliation

Requires implementation within 8 years if approved by a majority of St. Louis voters, with changes taking effect after ward and aldermen reductions are complete; failed ballot measure cannot be resubmitted under this provision
