Submits to Missouri voters a constitutional amendment adding Section 54 to Article IV establishing the attorney general's authority to seek relief against federal government actions determined to exceed Congressional enumerated powers.

Attorney general may initiate lawsuits at their discretion, or when directed by executive order of the governor, concurrent resolution of the general assembly, or voter petition expressing belief that federal action intrudes on state sovereignty reserved by the Tenth Amendment.

Authorizes voters to direct the attorney general through initiative petitions signed by 8 percent of legal voters in two-thirds of Missouri's congressional districts, with signature requirements based on the previous gubernatorial election's total vote.

Requires initiative petitions to be filed with the secretary of state at least six months before the election and must specify the particular federal action for which relief is sought.

Petition becomes effective upon approval by a majority of votes cast, requiring voter approval at the November 2012 general election or special election called by the governor.
