Submits a constitutional amendment to Missouri voters at the November 2012 general election replacing the multi-member Highways and Transportation Commission with a single Director of Transportation appointed by the governor with senate confirmation.

Eliminates the current requirement that commission members' political party representation not exceed one-half of total membership.

Maintains the department's authority over the state highway system, aviation, railroads, mass transportation, ports, waterborne commerce, and access limitations to transportation facilities for public safety.

Requires employee selection and removal to remain without regard to political affiliation.

Allows current commission members to continue serving until the new director is appointed and confirmed by the senate, with all constitutional and statutory references updated to reflect the new director and department structure.
