Submits constitutional amendment to Missouri voters at the November 2012 general election requiring in-person voters to provide valid government-issued photo identification.

Adds new Section 8 to Article VIII of the Missouri Constitution establishing that voters must identify themselves and verify U.S. citizenship and state residency through government-issued photo identification.

Allows the General Assembly to establish exceptions to the photo identification requirement through general law.

Ballot title for voters: "Shall the Missouri Constitution be amended to allow the General Assembly to provide voter photo identification requirements for elections by general law?"
