Amends Senate Rule 25 to adjust the membership size of multiple standing committees, including increasing Agriculture from 6 to 7 members, reducing Appropriations from 11 to 9 members, and reducing Governmental Accountability from 7 to 5 members.

Changes the jurisdiction and duties of the Committee on Governmental Accountability by removing fiscal oversight language and expanding its role to review, study, and investigate state laws, programs, agencies, and recommend improvements to governmental efficiency.

Expands the Committee on Ways and Means to include fiscal oversight duties previously assigned elsewhere, requiring review of bills with appropriations or expenditures exceeding $100,000 in the first three years of implementation.

Adopts amended temporary rules from January 5, 2011, as the permanent rules of the Missouri Senate for the Ninety-sixth General Assembly.
