School districts must promulgate a written policy by March 1, 2012, concerning employee-student communication that includes use of electronic media and other mechanisms to prevent improper communications between staff members and students.

Teachers cannot establish, maintain, or use work-related internet sites unless the sites are available to school administrators and the child's legal custodian, physical custodian, or legal guardian.

Teachers cannot establish, maintain, or use nonwork-related internet sites that allow exclusive access with current or former students (defined as persons age 18 or less who have not graduated).

School districts must include by July 1, 2012, in teacher and employee training a component on identifying signs of sexual abuse in children and danger signals of potentially abusive relationships between children and adults.

Training must emphasize mandatory reporting of abuse under section 210.115, including the obligation to report suspected abuse by other mandated reporters, and how to establish trust with students regarding abuse-related matters.
