MO HB1029

Repeals and replaces sections 23.140, 23.150, 23.160, 23.170, 23.180, 23.190, 23.200, and 23.265 of Missouri Revised Statutes relating to the oversight subcommittee of the committee on legislative research.

Requires the oversight division to prepare fiscal notes for all non-appropriation bills introduced in the general assembly before they are acted upon, examining cost to the state over two fiscal years and other specified factors.

Changes terminology from "management audits" and "program audits" to "program evaluations" and adds authority to conduct evaluations involving budget transparency and accountability of state agencies.

Establishes that program evaluations must determine whether programs are performed as authorized by law, whether objectives are achieved, costs versus benefits, and whether programs duplicate or overlap with other state programs.

Requires the director of the oversight division to present program evaluations completed during legislative interim periods to appropriate committees of each chamber during early hearings at the next regular session.
