Repeals sections 115.123 and 115.241, RSMo and enacts a new section 115.123 relating to election dates and procedures.

Establishes that all public elections shall be held on Tuesday, specifically on the general election day, primary election day, general municipal election day, the first Tuesday after the first Monday in November, or as provided by city or county charter.

Allows bond elections to be held on the first Tuesday after the first Monday in February with no other issues included on the ballot for such elections.

Changes the presidential primary election date from the first Tuesday after the first Monday in March to the first Tuesday after the first Monday in February.

Adds tax elections necessitated by a five percent or greater decline in per-pupil state revenue to a school district from the previous year as an exemption from standard election date requirements.
