Creates a new Department of Higher Education and abolishes the Commission on Higher Education, replacing it with a nine-member Coordinating Board for Higher Education appointed by the governor with Senate consent.

Requires public two-year and four-year institutions to implement best practices in remediation and create a statewide core transfer library of at least 25 lower division courses transferable among all public higher education institutions by July 1, 2014.

Establishes a "Proprietary School Certification Fund" and increases proprietary school certification fees from $.001 to $.0013 per dollar of net tuition, with maximum fee increased from $2,500 to $5,000 and minimum from $250 to $500.

Allows the Coordinating Board to charge fees to out-of-state public institutions for reviewing and assuring quality of programs offered within Missouri.

Modifies governance structures for Northwest Missouri State University (limiting board members to no more than two from same county) and Missouri State University (adjusting term expiration schedules for board members whose terms expired in 2011).
