Repeals and replaces section 571.111 relating to concealed carry endorsement requirements in Missouri.

Specifies that firearms safety training requirements enacted by prior legislation apply only to new concealed carry endorsement applications submitted after August 28, 2011, and not to renewals of endorsements issued before that date.

Maintains multiple pathways for applicants to demonstrate firearms safety knowledge, including completion of an approved safety course, law enforcement training, or holding certain law enforcement certifications.

Establishes specific training standards for qualified firearms safety instructors, including classroom instruction of at least eight hours and live fire exercises with specific accuracy requirements (minimum 15 of 20 rounds hitting target).

Declares the act an emergency measure to take effect immediately upon passage and approval.
