Requires state political party committees to submit verifiable evidence of identity and proof of natural born citizen status for presidential and vice presidential nominees when certifying nominees to the Secretary of State.

Defines "natural born citizen" as having been declared a national and citizen of the United States at birth under 8 U.S.C. Sections 1401 to 1409, or under federal law as it existed at the time of the nominee's birth.

Mandates that birth evidence be in the form of the most complete record available from the controlling legal authority at birth and be maintained by the Secretary of State as a public record.

Places burden of proof for providing such evidence solely upon each nominee, with failure to provide certification rendering candidates ineligible to file as write-in candidates for president or vice president.

Applies similar identity and natural born citizen status requirements to candidates seeking inclusion on presidential primary ballots, with evidence to be maintained by the Secretary of State.
